tengo el mismo error, en stackoverflow indican esta solución

Es porque la dependencia o utilidad de maven, se esta tratando de descargar sin incluir el protocolo de https.....creo que podrías descargarlo manual, pero no se en que carpeta debe quedar finalmente https://repo.maven.apache.org/maven2/org/codehaus/mojo/exec-maven-plugin/1.2.1/exec-maven-plugin-1.2.1.pom
