Subject + don't + have + complement
For example, I don't have a car. (Yo no tengo un carro)
Subject + have not (haven't) + past participle + complement
For example, I haven't eaten that. (Yo no me he comido eso)

If you want to know if someone has something. basically, you only use the have verb for talking about the present: Do you have money? Yes, I have No, I don't / No, I don't have.
If you use Haven't you are speaking in perfect time: Have you spoken to Maria? Yes, I have No, I haven't I hope to answer your question.
