La diferencia entre Who/That y Whom/That es la formalidad de utilizar cada palabra. Utilizar That es menos formal, pero el significado es el mismo en ambos casos.

This How to add extra information about people by using the words WHO, WHON, WHOSE and THAT.
WHO/THAT: subject (he, she, we, they).
“The neighbor WHO/THAT has the angry cat is moving out”. We’re using WHO/THAT to add additional information about the SUBJECT (who has the angry cat?) .
WHO is more formal and THAT is less formal.
WHOM /THAT: indirect object (him, her, us, them). When we’re gonna be talking about the object of our sentence.
“The man WHOM I interviewed for the job was not qualified”. Who did I interview? I interviewed HIM. So the word WHOM is replacing the word HIM.
WHOSE: possessive (his, her, our, their).
“The man whose brother is the world champion won the Olympic gold”. Who is the word champion? HIS brother is the world champion.
