Whether e if son dos conjunciones que utilizadas para reportar preguntas del tipo yes or no. Por ejemplo:
Would you like to know if / whether the train has arrived? (La respuesta será sí o no)
La diferencia entre ambas, radica en que whether se utiliza cuando se presentan dos alternativas que son posibles o cuando existe más de una alternativa.
Let me know whether she arrives. (Avísame si ella llega o no)
Let me know if she arrives. (Avísame solo si llega, de lo contrario no)
